TAP is an entitlement program. To be eligible for TAP, a student must file the FAFSA and;

  1. Study full-time;
  2. Be a resident of New York State;
  3. Be a United States Citizen or eligible noncitizen;
  4. Be matriculated in an approved program of study and be in good academic standing;
  5. Not be in default on a student loan and/or owe any repayment of State awards;
  6. Have a minimum cumulative GPA of 2.0 or a "C" average equivalent.

Graduate Students

Graduate students may receive awards for four years.

Undergradate Students

Undergraduate students may generally receive TAP awards for four years of study. Students enrolled in approved five-year programs, or in a State sponsored opportunity program, may receive undergraduate awards for five years.

How To Apply

To apply you must file the FAFSA each year and complete a TAP Application on the HESC Website. NYS-HESC determines the eligibility of each applicant and mails an award certificate directly to you. The award may be used to defer payment of tuition until the arrival of the funds.
